The Protected Land Tester is a torch that shows you if the space where you put it is safe from meteors (protected by the Meteor Shield). If the torch is lit, it means this area is indeed protected by the meteors, if not, it means there is a risk of meteors falling on this area specifically (which can be useful with a little bit of patience).
