Drying Rack is a block added by Tinkers' Construct. The Drying Rack is a rod-like block typically placed on walls or ceilings.
Right clicking a Drying Rack will hang the item that you have in hand and display it. If you hang Rotten Flesh, it will become Leather after a second or two. If you hang any kind of meat (Pork, Beef, Chicken) it will become Jerky after a few seconds. However, Hexxit has not yet updated to most recent Tinkers' Construct update.
Three wooden slabs of any type of wood can be crafted in a straight row (in any row of the crafting table) to make the drying rack.
